Citizen Lopareva N.N. I turned to the registry office with a request to register the fact of the birth of a child and explained the following: her neighbor Ilchenko M.N. gave birth to a son (Lopareva NN. has a medical education and herself took birth from Ilchenko MN), she does not have a husband, she is seriously ill and therefore cannot come to the registry office and register her child. The registry office refused to accept N. N. Lopareva application for registration of a child Ilchenko MN, justifying his refusal by the following circumstances: Ilchenko MN gave birth to a son not in a medical institution, in addition, he is already 2 years old; at Lopareva N.N. there is no notarized power of attorney to register the birth of someone else´s child; passport submitted by the registry office Ilchenko M.N. old model (soviet period). Lopareva N.N., and Ilchenko M.N. appealed to the court.
