According to the decree of the head of the penal colony, the convicted Petrosyan was charged a disciplinary fine in the amount of 500 rubles for insulting a representative of the administration of the penal institution and, in addition, Petrosyan was transferred to a cell-type room for a period of 15 days. This fact was identified by the prosecutor during the verification of the implementation of the law in the specified institution. Since part 1 of article 117 of the Penal Code of the Russian Federation prohibits several penalties for one violation, the prosecutor challenged the decision of the head of the IK regarding the transfer of Petrosyan to the cell-type premises.
The head of the IK did not agree with the prosecutor, saying that Petrosyan had repeatedly committed violations of the regime and the punishment was well-founded. The head of the IK did not release Petrosyan from the chamber type premises and appealed the protest of the prosecutor to the regional prosecutor.
