Residents of the village of Kulikovo adopted at the local referendum the charter of the municipality they formed and appealed to the legislative body of the subject of the Russian Federation with a request to register it. The legislative body refused on the grounds that this charter called the village gathering as the only institution of local self-government in the village, but did not provide for the creation of other local self-government bodies. Representatives of the residents of the village of Kulikovo argued that in accordance with Part 1 of Art. 131 of the Constitution of the Russian Federation, the structure of local governments is determined by the population independently.
