The charter of the rural settlement of M. stipulated that the election of deputies of the village council shall be held according to the majority system in single-mandate constituencies. A person who has reached the age of 25 years and has been living in the territory of the settlement for at least one year may be registered as a candidate for deputy. The Justice Department refused to register this charter, recognizing these provisions as contrary to law.
