Leave the minor issues and problems of the inhabitants of your settlement on the ruling families, because you have more important things to do - managing entire clans and their descendants.

Give the titles of lords or ladies to those who are able to build a prosperous city, and at the same time manage peasant and noble families that will bring constant income to your treasury.
